Dr. Sandra Kurtinitis

President, Community College of Baltimore County

Dr. Sandra Kurtinitis is an experienced and respected educator, administrator, and author who has served as the President of the Community College of Baltimore County (CCBC) since 2005. After more than 50 years as a community college professional, she continues to foster a collaborative, learning-centered environment, bringing transformational leadership to the college to meet the challenges students face today. Under her leadership, CCBC has strengthened its operational areas to best support instruction while making significant strides in improving services to students. One of her signature achievements is the Tuition-Free Initiative, enabling 85 percent of CCBC students to attend college tuition-free.

Dr. Kurtinitis has a Ph.D. in American Civilization from the George Washington University and a Master’s degree in British Literature from the University of Maryland. She holds memberships in associations such as the Maryland Chamber of Commerce and the Maryland Association of Community Colleges. She serves on the Board of the Greater Baltimore Committee and the Maryland Business Round Table. Nationally, she has chaired the American Association of Community Colleges and is currently a member of the Association of Community College Trustees.

Stephen Kabrhel

Stephen Kabrhel is Dean of Online Learning for the Community College of Baltimore County, the largest community college in Maryland. As Dean, he oversees both instructional design and the learning management system, as well as the expansion of CCBC Online. CCBC Online boasts 38 online degrees, 29 credit certificates and 50 workforce development certificates, with over a third of its 60k students taking an online class. As Dean, Steve is on the board of MarylandOnline, having recently been elected as President, and is a member of the Chief Officers of Online Learning affinity group in Maryland. Prior to becoming Dean, Steve taught Human Anatomy and Physiology and Nutrition, both in person and face-to-face for 20 years. He also served as online learning coordinator for 8 years representing the School of Mathematics and Science, served as Chair of the Academic Standards committee of the college senate for 9 years, and Physical Sciences Department chair for 4 years.

Dr. Michelle Kloss

Vice President of Effectiveness, Integrity, and Accountability, Carroll Community College
MOL Board Representative, Vice Chair

Dr. Michelle Kloss is the Vice President of Effectiveness, Integrity, and Accountability at Carroll Community College. In this role, she leads strategic and institutional planning, overseeing Institutional Effectiveness; Institutional Integrity and Compliance; Accreditation; Digital Learning and Media; Disability Support Services; Student Care and Integrity; and Campus Police.

Dr. Kloss began her tenure at Carroll in 2017. Before serving as Vice President, Dr. Kloss was the Associate Provost of Assessment and Institutional Effectiveness and Associate Vice President of Curriculum and Assessment in Carroll’s Academic Affairs division. Dr. Kloss serves as Vice-Chair of the MarylandOnline Board of Directors and sits on the Board of Directors for Quality Matters. Prior to joining Carroll, Dr. Kloss served as Assistant Dean for the College of Arts and Sciences and Associate Professor for South University, and as Curator of the Maryland Commission on Artistic Property at the Maryland State Archives. Dr. Kloss has taught at several regional institutions including University of Maryland Baltimore County, McDaniel College, and Towson University. She holds a Ph.D. and a Master of Arts in Art History and Archaeology from the University of Maryland, and a Bachelor of Arts in Art and Art history from Western Maryland College (now McDaniel College).

Carrie Dorman

Interim Director of Online Learning and Instructional Innovation, Frederick Community College

Carrie Dorman is the Interim Director of Online Learning and Instructional Innovation at Frederick Community College. Bringing over two decades of experience since 2002, she has held a variety of roles in online learning, including instructional technologist, LMS administrator, and instructional designer. Throughout her career, Carrie has led numerous projects, committees, and cross-functional workgroups, with a focus on advancing inclusive, high-quality online learning experiences. In her current role, she is committed to fostering innovation, supporting faculty development, and improving the online learning experience for all students.
